toshiba portege m400 disable quirks

Upon installation of Mandriva 2009.1 RC2 (x86_64), my m400 would not
suspend - top showed the vbetool process to be consuming 100% cpu. But
modification of 20-video-quirk-pm-toshiba.fdi, adding M400 to the
R100;4000 match seems to have fixed things up nicely.
