[HarfBuzz] 'init' OT feature in Hebrew

I understand that with some effort the desired behavior of the 'init'
feature can be achieved by different means, but I'm not sure this was the
intention of the standard. Furthermore, the 'init' is just one example. The
'jalt' feature can be useful too, and there are tens of other features
available in advanced fonts.
Could you please clarify, whether implementation of these features belongs
to the scope of HarfBuzz? Is there any general framework for such
implementation?
