I think it is OK to remove that fallback code. That fallback code is
only useful to render old Hangul characters with incapable Hangul fonts.
It is a very rare case and it can be handled better by font.

I think the better solution is to improve the fonts. I am thinking about
starting a project to improve Hangul fonts.
