[HarfBuzz] Classic Mongolian in Firefox

Thanks Jonathan.  I'll attend to these today.  Now that I've trimmed my inbox
to under 400, the HarfBuzz backlog really stands out, so see some fixes going
in this week, and perhaps I'll roll a tarball too.
