[HarfBuzz] Error when shaping Telugu text <U+0C15,U+0C4D,U+0C30>

Hi,
 
When i test <U+0C15,U+0C4D,U+0C30> for Telugu script, it seems that the result is different between windows shaping engine and harfbuzz. Please refer to the attachment.  I think the picture of win7 is our expected.
