[HarfBuzz] Tai Tham Ligature u1A31 RANA u1A2C NYA not formed in FFX v. 21

Ahh! Thank you, Richard!

OK, I don't know where I got the RANA from.  I believe this ligature is
commonly used to write the word ปัญญา (wisdom, knowledge) and so as you
point out this ligature should represent a doubled U+1A2C NYA.
