[HarfBuzz] Thai text render issue in Android L

กระฎุมพี is in the Royal Institute dictionary and is actually used (e.g.
http://th.wikipedia.org/wiki/%E0%B8%8A%E0%B8%99%E0%B8%8A%E0%B8%B1%E0%B9%89%E0%B8%99%E0%B8%81%E0%B8%A3%E0%B8%B0%E0%B8%8E%E0%B8%B8%E0%B8%A1%E0%B8%9E%E0%B8%B5).
So if a font doesn't handle SARA U and SARA UU (and PHINTHU) beneath
consonants DO CHADA and TO PATAK, I would say that is a font bug.
