If github is meant to be for issues with HarfBuzz, then the list is
useful for where the issue may well be with the user rather than the
package.

A secondary consideration is that github is blocked from some private
networks as a threat to the local infrastructure, whereas the
same networks may permit lists.freedesktop.org.
