[HarfBuzz] Building icu (icu4c-61_1-src) on windows x64 (Window 7)

Hi,

I'm trying to build ICU (icu4c-61_1) on windows x64 (Window 7).

I have installed MinGW-w64 and MSYS2<https://stackoverflow.com/questions/30069830/how-to-install-mingw-w64-and-msys2>.

./configure --host=x86_64-w64-mingw32 is working fine.

But make is giving following error.

make[2]: Leaving directory '/d/TFVS/Dev/Common/ThirdParty/ICU/ICU-6.1/source/data'
Unpacking ./in/icudt61l.dat and generating out/tmp/icudata.lst (list of data files)
PATH=../lib:../stubdata:../tools/ctestfw:$PATH  ../bin/icupkg -d ./out/build/icudt61l --list -x \* ./in/icudt61l.dat -o out/tmp/icudata.lst
make[1]: *** [Makefile:493: out/tmp/icudata.lst] Error 127
make[1]: Leaving directory '/d/TFVS/Dev/Common/ThirdParty/ICU/ICU-6.1/source/data'
make: *** [Makefile:149: all-recursive] Error 2
