[ANNOUNCE] piper 0.2

Piper 0.2 is now available. Piper is the GTK-based user interface to
ratbagd.

This version doesn't add any significant functionality changes but we
now have a .desktop file and a icon (for lack of a better word). So piper
now pretends really hard to be a proper application that integrates nicely.

      Reinstate the SIGINT signal handler
