My *weird* shader is not intended to be pathological, further it seems a poor
use of developer time to focus on optimizations when there is basic
functionality needed.

The effort that might go into dealing with this bug would be better spent
getting the i965 to handle glProgramBinary in a _useful_ way. It would not only
provide a reasonable workaround for the slow linking but it would add a useful
feature.
