I found this issue when running WebGL 2.0 test as there is a case ported from
native dEQP. However, this also fails with native dEQP test.
Steps to repro:
1. ./deqp-gles3 -n
dEQP-GLES3.functional.shaders.texture_functions.texture.sampler2darrayshadow_vertex
2. Failures can be found in TestResults.qpa
Image comparison failed: difference = 0.123117, threshold = 0.05

It seems to be a long-standing failure which also shows up in Android test as
android/cts/master/src/gles3-test-issues.txt
