I think checking for those two extensions and *not* warning if one of them is
found sounds like a reasonable thing to do.  I have no idea if radv will run on
the proprietary AMD X driver but I doubt anyone cares.  If you've installed the
AMD proprietary X driver, you've probably also installed the proprietary Vulkan
driver to go with it.  I've attached a patch to do just that.  Unfortunately, I
lack the systems to test it beyond making sure Intel still works.
