Yes, after more investigation
https://bugs.freedesktop.org/show_bug.cgi?id=109616 seems to have the same
cause.

The issue is somewhere with push constants. If I upload push constants for
vertex shader before every draw - the flickering is gone. 

And it also has some connection to compute workload since if I just disable
dispatches in vkQuake - flickering is gone.
