Same issue with 4.8.1-040801 (from Oct 7th) on Ivy Bridge, HD4000 using the
std. packaged kernel from kernels.ubuntu.org
Screens get detected as usual, and xrandr prints all modes. Output is fine on
HDMI1, but not HDMI2 - which is going to my projector.
This affects not just the 23.976Hz modes and the 24Hz modes, but regular 60Hz &
50Hz modes as well. Everything switches as usual, but /no/ signal is received.
The only similar issue I have found is;

However this was affecting the VGA output, not HDMI. But it suggests to me that
the issue might be EDID / modeline related, as the problem does not occur on
either of the monitors I have tested (none of which have 24Hz capability, so
unfortunately I have only been able to test 60Hz).
xrandr from working setup (also see attachment for the verbose xrandr output
which contains EDID information). See other attachments for 'drm=0xe' debugging
information.
