I can confirm that the bug re-appears in 4.16 and exists in the latest
(4.17rc3) drm-tip on a late 2017 razer blade stealth eDP (laptop display).

I'm pretty sure this appears on LOTS of other laptops with hi-res (3200x1800)
screens using hd620 hardware. Apparently, most have not updated to 4.16 where
rc6_enable is disabled....yet.

It's nearly unusable unless near seizure-inducing flicker is something you
desire.

Please let me know how I can help as I'd like this to be fixed.
