It seems likely that this bug was caused by the kernel leaks fixed by this
patch:

The fix for bug 107899 is in v4.19 and was applied to earlier kernels, however
some distros have not yet shipped the fix.
Mesa i965 switched to softpin for gen8+ due to this bug. The userptr deadlocks
ceased, but systems became unresponsive or OOMed after several hours of running
graphics workloads. As a result, we started thinking more about a kernel
memory leak, and Jason remembered his fix.
