Subsequent evidence has shown that this bug is not a duplicate of bug 107899. 
After deploying patched kernels (4.19) we continue to see the deadlock on HSW
systems.  BDW and later have switched to softpin to avoid this bug.

If there is a backport to 4.19 of the reported kernel fix, I can verify.
