[Intel-gfx] [rfc]reduce intel driver bootup time

Hi,
These two patches can save intel driver bootup time about 0.5s in my
test, please give it a try.

PS. I sent the mail one week ago, but the mail list discards it with any
notification as I'm not a subscriber, this is really bad.
