[Intel-gfx] [PATCH 3/4] drm/i915: add TDL unit clock gating disable for VLV

Another required workaround for a potential hang:
WaDisableTDLUnitClockGating.

v2: only apply this to VLV, IVB doesn't need it anymore (Eugeni)
