I wonder what's going to happen with the scrambler reset stuff while the
pipe is off. At least the power well going off on VLV/CHV could
potentially clobber that state. But I guess we already have that
problem so probably no point in worrying about it now.

I wonder whether we should trust 0 to be "off". Should make use
get_new_crc_ctl_reg() here as well? Dunno.
