I can't remember if landed on if this needed? I thought the answer was,
no not needed.

If it is needed could be make this a single IOCTL. e.g. Call in once
with num_vmas == 0 + NULL vector, IOCTL returns num_vmas, then called
again with num_vmas != 0 + non-NULL vector.
