The "console" setting of udlfb only controls (and can only control)
whether the console is able to open the framebuffer. It doesn't affect
anything higher level about console configuration or behavior.
It sounds like perhaps you're having a different problem, where input
for all the GDM logins, is still being listened to by an active
virtual console in the background.
I had the same problem, and it was fixed by removing "-sharevts
-novtswitch" from the X start line and substituting a specific vt
"vt07"
So my gdmdynamic line (when we could still use gdmdynamic!) became:
/usr/bin/gdmdynamic -v -t 2 -s 1 -a "$1=/usr/X11R6/bin/X -br :$1
-audit 0 -nolisten tcp vt07 -config $TMPFILE"
