This is sounding like a deeper problem with the system.  At the grub
menu no kernel module code to talk to the device has run yet (although
the system BIOS will have enumerated all USB devices, and attached to
USB HID devices). If you remove both USB and power to the devices, do
they boot fine the next time?

DisplayLink devices getting warm is normal, but they should never be
hot where it's not easy to hold them.

Also, being in Bulgaria (220-240V with plugs of either "Type C"
Europlug or "Type E" and "Type F" Schuko), you're having to do some
power supply conversions for US power adapters, right?  I'd also
double-check that to make sure the computer and the self-powered USB
devices are getting what they expect.

I'm not sure what to recommend, other than possibly bringing the
hardware back to the older system where this was all working, confirm
it still works, and then move things (hardware and software)
piece-by-piece to the new PC to figure out where things go awry.
