Not with an LCD panel.  That is something that might have been possible 
with ancient CRTs, but even then I think it was more myth than reality.

The best way to find out what went wrong would be to dismantle it and 
find where the burnt smell came from.

If you really mean "VGA/HDMI" then no, that is not a passive device.  
But I guess that you actually mean DVI-I/HDMI, or something.
