Getting current RAT?

When doing a packet service query one will receive the ‘highest data class’.
Is this interchangeable with the current RAT being used? Or is it the highest common capability between the device, UIM/SIM and the Cell Tower?

My question is: If is a packet service query report “umts” as ‘highest data class’ does this mean I am using UMTS and not GSM or is it jus the highest common data class???
