And wow, there it worked!

I started gradually implementing 32 bit mode.  The first step was to
verify the current mode, hoping to get an honest "32 bit" back.  I
didn't get that.  What I got was a modem working in 16-bit mode :)

Still have the NDP-to-end quirk.  I'm going to remove that and see if it
still works.  But for now, please test the attached patch (against
current net/master).
