[Liboil] liboil-0.3.6

I just uploaded liboil-0.3.6.tar.gz to freedesktop.org.  Please
hammer on it.

This release should make up for the last two paper-bag releases.
Notably, MMX implementations are actually linked into the library
again.

In addition, the documentation is now up to about 96% symbol
coverage, including internal symbols.  Still lacking is a lot
of overview and introduction text, though.
