call-failed using Huawei E398

Hi.
I am trying to establish an UMTS connection using latest version
libqni and a E398 USB stick.
Kernel (3.5.2) detects the cdc interface correctly after calling usb_modeswitch.
My steps so far:
qmicli -d /dev/cdc-wdm0 --dms-uim-verify-pin=PIN,1234
[/dev/cdc-wdm0] PIN verified successfully
qmi-network /dev/cdc-wdm0 start
Starting network with 'qmicli -d /dev/cdc-wdm0 --wds-start-network

error: couldn't start network: QMI protocol error (14): 'call-failed'
call end reason: 1013

Clearing state...
Sim card is from Vodafone and the APNs are configured as following:
at+cgdcont?

at+cops?
+COPS: 0,0,"Vodafone.de",2
Did I miss a step or is this Huawei modem not yet supported?
