qmicli: NAS set technology preference

Hi,

please see the attached patch. It allows to set the preferred technology:
ALL|EVDO|AMPS|GSM|CDMA|UMTS|LTE

To be effective, I had to restart the modem.
If you have any idea, how I could handle that internally, hints are
welcome ;-)
