qmicli: NAS set technology preference

Hi,

First tests are successful.

I can switch the alcatel-device to UMTS.
 (with qmicli, which did not work with mmcli allowed-modes=3g)

There is a other problem with localization.

"Speicherzugriffsfehler" -- "segfault"

May be you have an idea where the invalid sign comes from.
