qmicli: NAS set technology preference

But it is not so reliable I would expect. I repeated this today.

Somehow at the second try it had effect. Sometimes it needs patience, 
but I don't know, when patience is for nothing.

Also (killing modemmanager), using qmicli, starting/using 
modemmanager/mmclie again. This is not so nice at the moment.

Of course the reason can be everywhere.  (at first in front of my computer)

I know, qmicli could establish connections too, but mm is recommended.
