qmicli: NAS set technology preference

If anyone is really interested, I would ask for both ModemManager and
qmicli debug logs when trying to set the same technologies, e.g. WCDMA only.

Also, when using qmicli only, how about seting 'low-power' operating
mode and then 'online' again just after having set technology
preference? Does that make it work reliably?
