qmicli manpage from --help-all

Hey Marius & Dan,

I pushed a commit in libqmi git master to generate the manpage from the
info we have in qmicli --help-all. I made sure the manpage is
distributed in the tarball (make dist will fail if help2man is not
available), and that it doesn't get re-generated when building from the
tarball (and therefore help2man is not needed in this case).

Is there anything else I should consider? Can you guys take a look at it
and see if it's enough?
