UIM card application state meaning

I guess the modem cannot retrieve the state of the UIM card so it
reports unknown.

I guess this is some kind of initial state, or used in EventReport
indications to report when the SIM card is detected.

This means that all PIN1/PUK1 attempts have been consumed and the SIM
card is permanently blocked.

No idea about this one.

Also, for QMI_UIM_CARD_APPLICATION_STATE_CHECK_PERSONALIZATION_STATE,
it means that the "personalization state" field must be checked, e.g.
the QmiUimCardApplicationPersonalizationState in the same
QmiMessageUimGetCardStatusOutputCardStatusCardsElementApplicationsElement
struct.
