Can you report 'lsusb -v -d 1199:9071'?

ModemManager appears to be using the modem in pure AT mode, which is
not expected for this device.  It should be using QMI instead, but as
you report you cannot talk to the modem with QMI.

Also, what kernel version is this, and have any patches been backported
for the cdc-wdm, qmi_wwan, or usbnet drivers?
