forbidden networks

Hi,

when I do a nas network-scan I get the following results

  sudo qmicli -d /dev/cdc-wdm0 --nas-network-scan
[/dev/cdc-wdm0] Successfully scanned networks
Network [0]:
     MCC: '1'
     MNC: '1'
     Status: 'available, home, forbidden, preferred'
     Description: 'Test PLMN 1-1'

     ......

Network [0]:
     MCC: '1'
     MNC: '1'
     RAT: 'lte'

    .......


Now this first network is our own test network in the lab. However the 
status is forbidden. Is there a way to reset this status to non-forbidden ?
