this error comes from the network (e.g. spec: ETSI TS 04.08 G.6 cause 9 [1] for GSM, but should be the same for LTE).
It means the network side can't find your TMSI (temp IMSI) in the database and your modem needs to establish a
new connection using the IMSI.
There are multiple reason for this on the network side (maintainance, timeouts, ..) or even highly unlikely an IMSI catcher is around.
