Not sure we should continue to consider that unlikely..  Regular
low-life criminals are now using such tools for e.g SMS phishing.  We're
way past the price point where this is "spy technology" only.

IMSI catchers might still not be the most likely explanation, but
they're common enough to be on the checklist.
