[LGM] Submission phase closed

until this year, the policy has been that the LGM would reimburse at
the prorata of the funds collected / available.

no promise has been ever been made for full reimbursement, even if this
has always been the case.

also, the policy is not only to reimburse the people giving a talk --
and who ask for it! -- but to also reimburse the people who are
committed to one of the projects that make the LGM.

if the policy should be changed, i think a discussion is needed.
