You are talking about user base. The question, however, was about
community which is an entirely different thing (although one would
have to ask Lara for clarification, which one she actually had in
mind).

That gives you amount of:

1) users on libre graphics forums;
2) users on mailing lists;
3) everyone who was/is active on libre graphics related groups in
social networks;
4) contributors to fundraisers;
5) everyone who ever posted tutorials or trained people to use libre software;
6) everyone who ever contributed to upstream softwre project one way or another.

... all filtered through "duplicates check" :)

This is doable. Difficult, time-consuming, not very precise, but doable.
