[LGM] Formal Motion on 2018 and 2019 Venues

We can *also* do an IRC meeting, but I don't think this should be the
only (or main) decision venue. We are mostly organized through the
internet, which has the great advantage of allowing easy communication
through asynchronous communication as well (like email).

I have not read the proposals (will do later tonight hopefully), but
when I do, I can as well give my opinion directly through an email and
if I have questions to the organizers, I can ask them by email as well
(so that Frank can forward a reorganized list of questions or worries
if needed afterwards).
