until now, the local team was 100% free in their effort to create (or
not) a localized theme.

myself and other people have given feedback, when we have felt it was
needed.

i don't think we have had any issue with this approach.

a discussion on the branding elements could be useful, but i don't think
it's a condition for the web effort.

of course, if you have a different workflow in mind, you're welcome to
present it : - )
