[LGM] Formal Motion on 2018 and 2019 Venues

Bad news. Zoe checked with her team and doesn't feel comfortable committing
to 2018. Both teams have put a lot of effort into planning absolutely
top-notch events, and, understandably, neither wants to waste that by doing
the event halfway.

So we are once more adrift for 2018. This would be a time for people who
think that they could host some sort of meeting, not necessarily a
top-notch, blockbuster type, to say so. I could host such an event in Saint
Louis and probably even get a letter from the governor to help folks get
through immigration, but hosting in America still isn't ideal.

Given the urgency of resolving this issue, I propose that we defer the 2019
and 2020 decisions for a month or two. I won't let them be forgotten
entirely, though.
