[LGM] Seville in 2018

As of the cut-off date, the Seville resolution received 13 yays and 0 nays,
so it is henceforth passed. As such, the Seville proposal is officially
accepted, and Ale González is appointed lead local organizer. I call upon
all members of the community to support the local team as it begins its
work.
