[LGM] LGM 2020 Candidates and Discussion

I think this thread is a good venue, and we should set up 2 irc sessions at
a suitable time with each of the proposal teams, and set a date for ending
the discussion, and then a date for a decision to be delivered to each
proposal team.

Regarding how to make the decision, is there going to be an online poll
from global org members to decide?
