[LGM] preps for LGM2020

Hi all,

Actually the website is almost ready as you can see on
https://libregraphicsmeeting.org/2020/en/index.html

Only missing important things are the pages to enter proposals and
registering. I know Cédric has started working on the php side for those
but hit some issues with the server settings... ; I hope he can manage
to fix those issues soon with the help of Ale.

In the meantime, I guess we can already replace last year's website with
the current one, it is ready enough to at least announce the venue,
dates and other useful info.
