[LGM] LGM 2021 website online, call for proposals open

Hello everyone,

The website of the Libre Graphics Meeting 2021 is ready and online, with
all the information about the event.

The call for proposals is open; we intially planned to close it on April
5th but we will surely extend it by a few days as we started it a bit
later than expected.
