The paragraphs in a comment have already styles in LibreOffice. If they had no
own style, then they would inherit the properties from the default paragraph
style.
But you cannot apply a user style from the Style and Formatting dialog. If you
e.g. set the paragraph to "justify" via symbol in the toolbar, then that is
stored in a style. But it is an automatic style. And that is the same for all
Draw objects.
It is not a limitation of the file format, but only LibreOffice cannot handle
user styles. Wort or TextMaker show them correctly in the comment.

But because the Draw objects have the same problem and they are nearly
identical to comments, the aim should not be to find a single solution for
comments, but establish a solution for Draw objects in the same task.

A list inside a comment is not possible in LibreOffice. That is a missing
feature too. Word or TextMaker show a list in a comment in an odt-document,
LibreOffice not.
