The context menu was overloaded. Therefore some items have been removed. On the
other hand LibreOffice had got the feature, that you can design your own
context menu.
So go to menu > Tools > Customize and there tab "Context Menu". Select the item
"Shape" from the Menu field and then click on "Add Command" to extend your
context menu with the item "Text". Ask on forum or mailing list, if you need
help in this.

For me it is a WONTFIX.
